1.These articles regarding organization are established with reference to Article 13 of the Tainan City Organization Autonomous Administration Article.
2.Each district office is headed by a district chief who supervises the district and commands and guides subordinate employees under the order of the mayor and the instruction and supervision of the Civil Affairs Bureau (hereinafter called this "Bureau") of the Tainan City Government.
A deputy district chief shall be appointed to assist the district chief in district administration for districts with a population over 200,000 people.
3.To promote autonomous administration, affairs which are conducted by the police and fire department, household registration, public health agencies, elementary school, and district sanitation teams should implement missions appropriately under the supervision of the district office with guidance from the district chief. When implementing district-level disaster prevention and relief, however, these agencies, schools, and units shall accept the command and supervision of the district chief directly.
The above-mentioned command and supervision authority of a district chief shall be handed over when the commanding officer or the assigned field commander arrives at the city-level disaster response center or command post.
For incidents involving emergency hazard elimination or emergency repair which are not part of the autonomous administration responsibilities of the district office, the district chief shall evaluate the status and judge if it is necessary to manage or integrate resources of agencies from all levels within the district to assist in the emergency elimination or repair and report the handling status to the Tainan City Government (hereinafter called this "Government") or request for this Government to dispatch additional personnel for support.
4.Based on the population in the district, a district office can establish different sections to handle various affairs and missions which are authorized by the Government:
1.In a district of population over 150,000 people, the district office shall establish the following sections to handle the following affairs:
  • 1.1. Civil Affairs Section: autonomous administration; elections; district-level disaster prevention and relief; village activity centre management; environmental health advocacy; mediation services; funeral services; folk customs and religious rituals; ancestor worship guilds; military service administration; lands administration; 37.5% arable rent reduction; civil defense; non-urban land control; Indigenous and Hakka affairs, and other affairs related to the civil affairs.
  • 1.2. Economic Development Section: Park Maintenance and management; investigation and management of agriculture, forestry, fisheries, and animal husbandry; agriculture promotion; industrial and business inspections and management; commercial zones development; consumer protection; and other affairs related to economic development and agriculture.
  • 1.3. Public Works Section: Water and road engineering; construction; maintenance engineering; street lamps and road trees management; activity center construction; investigation and reporting of illegal buildings; and other affairs related to public works.
  • 1.4. Social Affairs Section: Social administration; social welfare; social assistance; National Health Insurance; National Pension; labor administration; community development; community activity centre management; new immigrant services; counselling for social groups; victim shelters and settlement; employment counseling; and other affairs related to social administration.
  • 1.5. Humanities Section: Library management; education; sports; culture and arts; community arts and culture; celebrations and festivals; heritage sites and historical documents; and other affairs related to culture.
  • 1.6. General Affairs Section: Documents; seals; archives; general affairs; meeting; cashier; research, development, and evaluation; information technology; legal affairs; public relations; and affairs not relevant to other sections and offices.
2.In a district of population over 60,000 people and under 150,000, the district office shall establish the following sections to handle the following affairs:
  • 1.1. Civil Affairs Section: autonomous administration; elections; district-level disaster prevention and relief; village activity centre management; environmental health advocacy; mediation services; funeral services; folk customs and religious rituals; ancestor worship guilds; military service administration; lands administration; 37.5% arable rent reduction; civil defense; non-urban land control; Indigenous and Hakka affairs, and other affairs related to the civil affairs.
  • 1.7. Economic Development Section: Park Maintenance and management; investigation and management of agriculture, forestry, fisheries, and animal husbandry; agriculture promotion; industrial and business inspections and management; Water and road engineering; construction; maintenance engineering; street lamps and road trees management; activity center construction; investigation and reporting of illegal buildings; commercial zones development; consumer protection; and other affairs related to agriculture and public construction.
  • 1.8. Social Affairs Section: Social administration; social welfare; social assistance; National Health Insurance; National Pension; labor administration; community development; community activity centre management; new immigrant services; counselling for social groups; victim shelters and settlement; employment counseling; and other affairs related to social administration.
  • 1.9. Humanities Section: Library management; education; sports; culture and arts; community arts and culture; celebrations and festivals; heritage sites and historical documents; and other affairs related to culture.
  • 1.10. General Affairs Section: Documents; seals; archives; general affairs; meeting; cashier; research, development, and evaluation; information technology; legal affairs; public relations; and affairs not relevant to other sections and offices.
3.In a district of population over 10,000 people and under 60,000, the district office shall establish the following sections to handle the following affairs:
  • 1.1. Civil Affairs and Humanities Section: autonomous administration; elections; district-level disaster prevention and relief; village activity centre management; environmental health advocacy; mediation services; funeral services; folk customs and religious rituals; ancestor worship guilds; military service administration; lands administration; 37.5% arable rent reduction; civil defense; non-urban land control; Indigenous and Hakka affairs; Library management; education; sports; culture and arts; community arts and culture; celebrations and festivals; heritage sites and historical documents; tourism promotion and other affairs related to civil affairs and culture.
  • 1.2. Agriculture and Infrastructure Section: Investigation and management of agriculture, forestry, animal husbandry, and fisheries; agricultural promotion; civil engineering; traffic management; water and road engineering; construction; maintenance engineering; street lamps and road trees management; construction and maintenance of sports venues and activity centers; investigation and reporting of illegal buildings; park maintenance and management; parking lots administration; industrial and business inspections and management; and other affairs related to agriculture and city construction.
  • 1.3. Social and General Affairs Section: Social administration; social welfare; social assistance; National Health Insurance; National Pension; labor administration; community development; community activity centre management; new immigrant services; counselling for social groups; victim shelters and settlement; employment counseling; and other affairs related to social administration.
  • 1.4. General Affairs Section: Documents; seals; archives; general affairs; meeting; cashier; research, development, and evaluation; information technology; legal affairs; public relations; and affairs not relevant to other sections and offices.
4.In a district of population under 10,000 people, the district office shall establish the following sections to handle the following affairs:
  • 1.1. Civil Affairs and Humanities Section: autonomous administration; elections; district-level disaster prevention and relief; village activity centre management; environmental health advocacy; mediation services; funeral services; folk customs and religious rituals; ancestor worship guilds; military service administration; lands administration; 37.5% arable rent reduction; civil defense; non-urban land control; Indigenous and Hakka affairs; Library management; education; sports; culture and arts; community arts and culture; celebrations and festivals; heritage sites and historical documents; tourism promotion and other affairs related to civil affairs and culture.

  • 1.3. Social and General Affairs Section: Social administration; social welfare; social assistance; National Health Insurance; National Pension; labor administration; community development; community activity centre management; new immigrant services; counselling for social groups; victim shelters and settlement; employment counseling; documents; seals; archives; general affairs; meeting; cashier; research, development, and evaluation; information technology; legal affairs; public relations; and affairs not relevant to other sections and offices.

The Economic Development Section shall take over the necessary duties specified in Clause 1.3 if districts with a population of over 150,000 people are without the Public Works Section.
For the names of sections as listed in Clause 1.2, if there are more public and infrastructure projects in the district, a Public Works Section can be established to take charge of the work in Clauses 1.2 and 1.3. The Civil Affairs Section and Humanities Section can be combined into the Civil Affairs and Humanities Section to take charge of the work in Clauses 2.1 and 2.4.

5.The staffing of a district office consists of: A chief secretary, section chief, directors, secretaries, section officers, technicians, technical specialists, assistant, village clerks, senior clerks, and associate clerks.
6.The staffing of the personnel office of a district office consists of: A director, officers, and assistants. Where no personnel office is established, a full-time personnel administrator or concurrent personnel administrator from the Department of Personnel of this Government shall be appointed to handle personnel management in accordance with the law.
7.The staffing of the accounting office of a district office consists of: A director, section officers, assistant clerks, and senior clerks. Where no accounting office is established, a full-time accounting staff or concurrent accounting staff from the Department of Budget, Accounting and Statistics of this Government shall be appointed to handle budget, accounting, and statistics affairs in accordance with the law.
8.The staffing of the Civil Service Ethics Office of a district office consists of: A director and section officers. Where no Civil Service Ethics Office is established, the government’s ethics administration of its superior agency shall take charge of the district office ethics affairs.
9.The rank, grade level, and staff number of all titles listed in this organisation shall be specified in separate tables. The rank and grade level of each title shall be subject to the grading of the position list.
10.A district office may establish various committees with reference to relevant laws and regulations.
The full-time staffing of committees established with reference to the above paragraph shall be included in the staffing of the district office.
11.When the district chief is on leave or unable to execute his/her duties, the order of his/her acting agent is as follows:
(1)Deputy district chief.
(2)Chief secretary.
(3)Chief of the Civil Affairs Section (Civil Affairs and Humanities Section).
(4)Other section chiefs and directors.
12.The district affair meeting shall be convened and chaired by the district chief each month and provisional district affair meetings shall be held when necessary. Attendee to the district affair meeting include:
(1)District chief.
(2)Deputy district chief.
(3)Chief secretary.
(4)Section chiefs.
(5)Directors.
The following personnel shall attend a district meeting with the invitation of the district chief:
(1)Director of the police precinct.
(2)Director of the district household registration office.
(3)Director of the district land administration office
(4)Director of the district public health center.
(5)Headmasters/headmistresses and principals of elementary schools and junior high schools.
(6)Head of the district sanitation unit.
(7)Fire Brigade chief.
(8)Other related personnel.
District environment reports can be combined with the district affairs meeting.
13.A district consists of villages headed by village chiefs who are unpaid and elected by village residents for a term of four years and eligible for a second term. Village chiefs are under the command and supervision of the district chief to administer village affairs and missions assigned by the district chief.
A village consists of neighborhoods headed by a neighborhood chief who is unpaid. The neighborhood chief is recommended to the district chief by senior residents of the same neighborhood and hired by the district chief. Neighborhood chiefs are under the command and supervision of the village chiefs to supervise neighborhood affairs and missions assigned by the village chiefs.
14. In a village office, the village officers working at the village office shall process and handle village affairs and assigned missions under the command of the district chief and the supervision of the village chiefs.
15. When a village chief resigns or is suspended, dismissed, deceased, or is unable to carry out his/her duties during his/her term, the district office may send a staff member to take over his/her work and report to this Government for reference.
The resignation of a village chief shall be approved by the district office. After a village chief resigns or is dismissed or deceased, a re-election shall be organized within three months after the occurrence. Re-election will be organized when the remaining term is under two years. The term of the re-elected or acting village chief shall be the unfilled term of the previous village chief and shall be considered as one full term.
A new neighborhood chief shall be re-hired after the previous one resigns or is deceased or relieved.
16.A district office shall establish its own responsibility assignment matrix (RAM) and submit it to this Government for approval.
17.These Articles of Organization shall be implemented as of April 1, 2013.

Remarks
(1)Titles and ranks in the above apply to the regulations in "D. Local Agency Grading of Position List (9)"; and that grading of position list shall be amended accordingly.
(2)One of the officers (Executive Officer) in the list can be assigned to take charge of the legislation affairs accordingly.
(3)The current two section chiefs can continue to keep their duties and positions until resignation. The vacancy will not be filled, thus not listed.
